What a JLT address changes about your renovation
Jurisdiction follows the address, not your trade licence. Most freehold towers in Dubai answer to Dubai Municipality, Palm Jumeirah and the Nakheel estate answer to Trakhees, and the TECOM districts answer to the Dubai Development Authority. JLT answers to DMCC. A valid drawing set submitted to the wrong body costs four to six weeks and the consultant fee twice, and we have watched owners pay that bill because a designer assumed "Dubai" meant "Dubai Municipality".
The second layer is where most of the confusion sits. DMCC is the free zone authority. Concordia is the property management company appointed across a large share of JLT towers, and it runs fit-out compliance on the ground: contractor registration, the work permit, site inspections and the completion certificate. Those are two different organisations with two different files. Not every tower in the cluster is managed by Concordia, so confirm who manages yours before you accept a quote that promises "DMCC approval" as if it were one signature.
Two separate NOCs sit at the front of the process. The Unit Owner NOC comes from DMCC and is requested by the property owner through the DMCC portal, one request per unit. The access and work permit NOC comes from building management and governs who is physically allowed on site, when, and with what insurance. A tenant cannot produce the first one alone, which is why fit-out programmes in JLT slip when the landlord is travelling.
What goes into the file is a full drawing set, not a mood board. Architectural layout, a complete MEP package showing electrical, plumbing, drainage, HVAC and fire, all stamped by a consultant the authority recognises, plus a method statement and the contractor's insurance certificates. Anything that moves a sprinkler head, relocates a smoke detector or alters an escape route pulls Dubai Civil Defence into the file as a named approval with fire-rated material certificates behind it. Purely cosmetic work that leaves sprinklers, detection and escape routes untouched often needs no Civil Defence file at all, only the building's own permit. There is no formal express lane, but a small cosmetic scope with clean drawings moves through in days rather than weeks because it triggers fewer reviewers.

Interior design companies in JLT: an honest shortlist
This is publicly verifiable positioning, a starting point for your own checks rather than a ranking. None of it substitutes for a licence check, a site visit to a live job, and a call to the last client. Firms move offices, change teams and change their category of work, so treat any list including this one as a snapshot.
- Algedra publishes a large residential and villa portfolio across Dubai and positions itself as design-led. Strong on visualisation and concept work, and the usual question to ask a design-led studio is who carries the site risk once drawings are stamped.
- Luxury Antonovich Design sits at the classical and high-luxury end, mostly villas, palaces and large penthouses. If your JLT flat is a 90 square metre two-bedroom, you are probably not the target client.
- Renovel publishes JLT and DMCC permit guidance and works largely on apartment renovation. Useful signal: a firm that writes about the permit route usually files it regularly.
- Interiara publishes a dedicated JLT office fit-out page and markets a commercial design team.
- Algebra Contracting publishes completed JLT office floor fit-outs and describes itself as handling the approvals side of JLT works specifically.

A pattern worth noticing while you shortlist: the firms that talk fluently about the Unit Owner NOC, the deposit and the service lift booking are the ones who have stood in a JLT lobby at eight in the morning arguing with a security guard. The ones who lead with renders may still be excellent designers. They are a different purchase.
What it costs by unit type and finish level
These are working bands for Dubai apartments, not a fixed rate card, and JLT sits close to the middle of the city on price. Two identical one-bedrooms in the same tower can differ by AED 200,000 on materials and joinery alone.
- Studio, 350 to 500 sq ft: AED 25,000 to 60,000 basic, AED 60,000 to 120,000 mid-range, AED 120,000 to 200,000 premium
- One-bedroom, 650 to 900 sq ft: AED 50,000 to 100,000 basic, AED 100,000 to 200,000 mid-range, AED 200,000 to 350,000 premium

Room by room, a kitchen runs AED 10,000 to 25,000 for a cosmetic refresh and AED 40,000 to 80,000 for full custom joinery. Each bathroom runs AED 10,000 to 55,000. Kitchen and bathrooms together usually account for 50 to 60 per cent of the whole budget, which is why the spec decision in those two rooms decides whether you land at the floor or the ceiling of your size band. Our own starting points are AED 1,500 per square metre for cosmetic work, AED 3,000 per square metre for a capital renovation, and AED 8,500 to 16,000 per square metre turnkey with furniture, appliances and decor included. A design package starts at AED 10,000 and takes three to six weeks.
You will find JLT quotes far below the bottom of these bands, sometimes at AED 450 to 850 per square metre for a "full cosmetic renovation". Read what is actually inside. At that rate the scope is normally paint, one flooring change and fixture swaps in the rooms that show, with the wet areas left alone. That can be exactly the right purchase for a rental unit between tenants, and we would rather say so than sell you a strip-out you do not need. It is not the same product as a cosmetic renovation of the whole flat, and comparing the two numbers side by side is how owners end up with a variation order in week three. For office space, price per square foot rather than per unit. A standard Category B office fit-out in a JLT tower runs AED 280 to 600 per sq ft, and a headquarters or premium spec runs AED 600 to 900. Watch the unit before you compare bids: one square metre is 10.76 sq ft, and AED 1,500 per square metre against AED 1,500 per square foot is a factor of ten. MEP alone takes 30 to 40 per cent of a commercial budget, and a Category A floor designed for open plan will fight every partition you add, because the sprinkler heads, diffusers and detectors all sit in the wrong places once walls arrive.
On top of construction, budget the authority and building charges. A refundable fit-out deposit reported around JLT sits between AED 2,000 and 10,000 and comes back after the completion certificate. Fit-out consultants report total DMCC and Concordia charges on a commercial job landing somewhere between AED 8,000 and 18,000 once the owner NOC, work permit, inspections and deposit are counted. Confirm the current figures with your building before you sign anything, because these change without announcement.

The open-plan conversion, and the wall that stops it
Opening the kitchen into the living room is the most requested change in JLT, and it is the one most likely to be quoted wrong. The wall itself is usually the cheapest part of the job.
Towers here are reinforced concrete frames. The columns, the core around the lifts and stairs, and the shear walls that resist wind load are structure and are not negotiable. Internal partitions in block or gypsum can normally go, with permission. The trap is the wall that looks like a partition and carries a riser, a chilled-water line, a drainage stack or the sprinkler main behind 15 millimetres of plaster. Nobody knows which is which from the flat itself. You need the as-built drawings from building management, and for anything beyond an obvious light partition, a structural engineer's assessment on letterhead. DMCC will not take a layout change on a designer's word.
Cost arithmetic, as an orientation rather than a quote: demolition and disposal of a partition in a tower runs roughly AED 3,000 to 8,000, because the debris leaves by service lift in bags rather than through a window into a skip. Then the real money arrives. The ceiling has to be rebuilt across the joint line, a sprinkler head and usually a smoke detector need relocating with a revised fire drawing behind them, the AC has to be rebalanced for a room that is now twice the size, and the flooring has to be made good across a strip where two rooms used to meet. Once all of that is counted, most single-wall open-plan conversions we see land between AED 25,000 and 60,000.
Waterproofing and condensation in a JLT tower
Two water problems live in these buildings and they have different causes. The first is the wet area itself. A three-layer polyurethane elastomeric membrane should give seven to ten years of service. A budget cementitious membrane in a Dubai bathroom often fails within six to twelve months, because it cracks under thermal cycling and structural movement. The sequence that works is strip to slab, MEP first fix, screed laid to fall, membrane built in coats with reinforced corners and upstands, a flood test held for at least 24 hours and ideally 48, then tile. Any plumbing changed after the membrane goes on creates a new penetration and a new leak path.
The second problem is not a leak at all. Towers run chilled water to fan coil units in the ceiling void, and those pipes sit well below room dew point in a city where summer humidity runs high. If a ceiling gets opened during a renovation and the pipe insulation is cut, taped badly or left with an open seam, the pipe sweats. Water then runs along the duct, appears in a wall cavity or a light fitting, and gets diagnosed as a leak from the flat upstairs. We have opened bulkheads in Marina and JLT towers to find nothing wrong with the plumbing and a metre of bare chilled-water line above the ceiling. Whoever touches your ceiling void owns the insulation reinstatement, and that sentence belongs in the contract.
Approvals and the calendar, step by step
Approvals in Dubai are cheap and slow, which is the reverse of what owners brace for. The honest sequence for a JLT flat runs like this.
- 1. Design and drawings: two to four weeks for a straightforward apartment, three to six weeks for a full design package.
- 2. Unit Owner NOC through the DMCC portal, requested by the owner, one unit per request.
- 3. Contractor registration with building management, including trade licence, third-party liability insurance, health and safety documents and a letter of undertaking.
- 4. Fit-out permit and work permit, with the refundable deposit paid. With a complete and compliant file, approval is typically issued within five to ten working days, and fast-track service exists at extra cost in some towers.
- 5. Civil Defence, where the scope touches fire systems: design approval before you build, site inspection after.
- 6. Works on site, then the completion inspection and the fit-out completion certificate before you can occupy or re-let.
Site duration splits by scope. A cosmetic refresh with no wet areas runs one to three weeks on site and four to six weeks door to door. A mid-range two-bedroom with a kitchen and one bathroom runs four to eight weeks on site and eight to twelve door to door. A premium three-bedroom with layout changes runs eight to twelve weeks on site and twelve to sixteen door to door. A strip-out to shell with a full MEP rebuild runs ten to sixteen weeks on site and sixteen to twenty-four door to door. Approvals overlap with procurement; nothing else overlaps.
One missing document resets the clock rather than delaying it by a day. The desk returns the file with comments instead of queueing it, and you re-enter at the back. That single mechanism is why a twelve-week job becomes seventeen. Choosing a contractor for a JLT address
None of the firms named earlier are the subject here. This is the general filter, and it applies to us as much as to anyone else you are considering.
- Registration with your specific building's management company, not only a Dubai Municipality or DED licence. Ask for the registration reference for your tower, by name.
- A third-party liability insurance certificate that names the building by its exact registered title. Building desks reject certificates that name the wrong entity, and that is a two-week loss.
- A written method statement per trade, plus a named site supervisor who will actually be there.
- Service lift booking discipline. Slots are one to two hours, requested days ahead, and passenger lifts stay off limits to trades and materials. A 3.2 metre porcelain slab that does not fit the lift car has to be cut down before it reaches the building, and discovering that on delivery day costs a week.
- Agreed waste routing and a skip arrangement approved by the building. Debris left in a common corridor is the fastest route to a stop-work notice.
- A payment schedule tied to milestones with retention held to the end, rather than a large advance against a promise.
On working hours, Dubai Municipality permits construction between 07:00 and 20:00, and residential noise is generally held under 55 dBA in daytime. Your tower will be stricter. Most JLT buildings restrict fit-out crews to roughly 09:00 to 17:00 on weekdays with no drilling on Fridays or weekends, and the summer midday break from 15 June to 15 September, 12:30 to 15:00, applies to outdoor work. Do the arithmetic before you accept a programme: a tower crew gets about forty productive hours a week against sixty or more for a villa crew, which is why the same kitchen swap takes three weeks in a villa and four in a JLT tower. That is the building's rulebook, not a contractor's excuse.
